                                            • A book which contributed largely to my education, in the best sense of the term, was my father's History of India. It was published in the beginning of 1818. During the year previous, while it was passing through the press, I used to read the proof sheets to him; or rather, I read the manuscript to him while he corrected the proofs. The number of new ideas which I received from this remarkable book, and the impulse and stimulus as well as guidance given to my thoughts by its criticisms and disquisitions on society and civilization in the Hindoo part, on institutions and the acts of governments in the English part, made my early familiarity with it eminently useful to my subsequent progress. And though I can perceive deficiencies in it now as compared with a perfect standard, I still think it, if not the most, one of the most instructive histories ever written, and one of the books from which most benefit may be derived by a mind in the course of making up its opinions.

                                                                                      • Lincoln seems to have gone into the fight with full courage, the courage of his convictions. He felt that Douglas was a trimmer, and he believed that the issue had now been brought to a point at which the trimmer could not hold support on both sides of Mason and Dixon's Line. He formulated at the outset of the debate a question which was pressed persistently upon Douglas during the succeeding three weeks. This question was worded as follows: "Can the people of a United States territory, prior to the formation of a State constitution or against the protest of any citizen of the United States, exclude slavery?" Lincoln's campaign advisers were of opinion that this question was inadvisable. They took the ground that Douglas would answer the question in such way as to secure the approval of the voters of Illinois and that in so doing he would win the Senatorship. Lincoln's response was in substance: "That may be. I hold, however, that if Douglas answers this question in a way to satisfy the Democrats of the North, he will inevitably lose the support of the more extreme, at least, of the Democrats of the South. We may lose the Senatorship as far as my personal candidacy is concerned. If, however, Douglas fails to retain the support of the South, he cannot become President in 1860. The line will be drawn directly between those who are willing to accept the extreme claims of the South and those who resist these claims. A right decision is the essential thing for the safety of the nation." The question gave no little perplexity to Douglas. He finally, however, replied that in his judgment the people of a United States territory had the right to exclude slavery. When asked again by Lincoln how he brought this decision into accord with the Dred Scott decision, he replied in substance: "Well, they have not the right to take constitutional measures to exclude slavery but they can by local legislation render slavery practically impossible." The Dred Scott decision had in fact itself overturned the Douglas theory of popular sovereignty or "squatter sovereignty." Douglas was only able to say that his sovereignty contention made provision for such control of domestic or local regulations as would make slavery impossible.

                                                                                        There was an ease in his manner - a gay and light manner it was, but not swaggering - which I still believe to have borne a kind of enchantment with it. I still believe him, in virtue of this carriage, his animal spirits, his delightful voice, his handsome face and figure, and, for aught I know, of some inborn power of attraction besides (which I think a few people possess), to have carried a spell with him to which it was a natural weakness to yield, and which not many persons could withstand.                                                                                         My previous education had been, in a certain sense, already a course of Benthamism. The Benthamic standard of "the greatest happiness" was that which I had always been taught to apply; I was even familiar with an abstract discussion of it, forming an episode in an unpublished dialogue on Government, written by my father on the Platonic model. Yet in the first pages of Bentham it burst upon me with all the force of novelty. What thus impressed me was the chapter in which Bentham passed judgment on the common modes of reasoning in morals and legislation, deduced from phrases like "law of nature," "right reason," "the moral sense," "natural rectitude," and the like, and characterized them as dogmatism in disguise, imposing its sentiments upon others under cover of sounding expressions which convey no reason for the sentiment, but set up the sentiment as its own reason. It had not struck me before, that Bentham's principle put an end to all this. The feeling rushed upon me, that all previous moralists were superseded, and that here indeed was the commencement of a new era in thought. This impression was strengthened by the manner in which Bentham put into scientific form the application of the happiness principle to the morality of actions, by analysing the various classes and orders of their consequences. But what struck me at the time most of all, was the Classification of Offences, which is much more clear, compact and imposing in Dumont's rédaction than in the original work of Bentham from which it was taken. Logic and the dialectics of Plato, which had formed so large a part of my previous training, had given me a strong relish for accurate classification. This taste had been strengthened and enlightened by the study of botany, on the principles of what is called the Natural Method, which I had taken up with great zeal, though only as an amusement, during my stay in France; and when I found scientific classification applied to the great and complex subject of Punishable Acts, under the guidance of the ethical principle of Pleasurable and Painful Consequences, followed out in the method of detail introduced into these subjects by Bentham, I felt taken up to an eminence from which I could survey a vast mental domain, and see stretching out into the distance intellectual results beyond all computation. As I proceeded further, there seemed to be added to this intellectual clearness, the most inspiring prospects of practical improvements in human affairs. To Bentham's general view of the construction of a body of law I was not altogether a stranger, having read with attention that admirable compendium, my father's article "Jurisprudence": but I had read it with little profit and scarcely any interest, no doubt from its extremely general and abstract character, and also because it concerned the form more than the substance of the corpus juris, the logic rather than the ethics of law. But Bentham's subject was Legislation, of which Jurisprudence is only the formal part: and at every page he seemed to open a clearer and broader conception of what human opinions and institutions ought to be, how they might be made what they ought to be, and how far removed from it they now are. When I laid down the last volume of the Traité, I had become a different being. The "principle of utility" understood as Bentham understood it, and applied in the manner in which he applied it through these three volumes, fell exactly into its place as the keystone which held together the detached and fragmentary component parts of my knowledge and beliefs. It gave unity to my conceptions of things. I now had opinions; a creed, a doctrine, a philosophy; in one among the best senses of the word, a religion; the inculcation and diffusion of which could be made the principal outward purpose of a life. And I had a grand conception laid before me of changes to be effected in the condition of mankind through that doctrine. The Traité de Législation wound up with what was to me a most impressive picture of human life as it would be made by such opinions and such laws as were recommended in the treatise. The anticipations of practicable improvement were studiously moderate, deprecating and discountenancing as reveries of vague enthusiasm many things which will one day seem so natural to human beings, that injustice will probably be done to those who once thought them chimerical. But, in my state of mind, this appearance of superiority to illusion added to the effect which Bentham's doctrines produced on me, by heightening the impression of mental power, and the vista of improvement which he did open was sufficiently large and brilliant to light up my life, as well as to give a definite shape to my aspirations.

Thus in Britain, where economic organization centred on the tidal generators of the west coast of Scotland, industry was not allowed to concentrate in that district. Improved transmission made it possible to take the electric current into every part of the island, and to scatter the new bright factories and workers’ dwellings throughout the agricultural regions. On the other hand much of the former congested industrial area of Lancashire and Yorkshire and the Midlands was once more largely agricultural. In consequence, not only the Scottish and Welsh nations but the new-old English provinces of Wessex, East Anglia, Northumbria, Mercia, and so on, developed each its own limited but vigorous autonomy, and made its own contribution to the English culture. England in turn was becoming far more self-sufficient than of old. Improved agriculture and reduced population made it possible for the three British peoples to feed themselves, though there was always a large import of luxury foods from abroad. Britain had long ago ceased to be ‘the workshop of the world’, since every country was in the main its own workshop, but Britain’s imports were ‘paid for’ by the export of the special lines of high-quality machinery and fabrics for which the British were becoming famous. Trade, in fact, was becoming more and more an exchange not of necessities, but of products which local genius produced for the amplification and embellishment of life throughout the world. Each people aimed at being basically self-sufficient but also at producing for the world economy some special class of goods which could be produced with unique success by its local tradition and skill. Each also prided itself both on its cosmopolitan and on its national culture, both on its insight into the common human tradition and on its peculiar contribution to that ever-exfoliating culture.
